The American people.

Reason:
The French and Bristol were abusing their power greatly when it came to the American shipping during the wars in which they fought against each other. The British were forcing a hold on American shipping and impressing American sailors and making some Americans that claimed were British deserters to serve on their warships. The French stopped American shipping and claimed that we were sending them goods with intention to help England thus stopped buying product from us.

French and England both depended greatly on American cotton though, as well as lumber, sugar, and tobacco. and president Jefferson came to the conclusion that an embargo on American goods would make the world respect Americans neutrality.

In the end France and England still ignored the embargo, sending various goods to America while abusing American shipping.

And thus resulting in the embargo greatly effecting the American people not just because of the problems with the other nations, but the lack of income due to the loss of trade money hurt the American people greatly.
