The correct answer is A "public schools and recreational facilities". This is set in the VIII Article of Georgia Constitution called Education which discusses public school systems, school boards and taxation to education. Basically it says that the provision of a correct public education for the citizens is a primary obligation of the state, it must be free and be provided for by taxation, by cities and towns.
