Should the length of tenure be a factor in choosing a congressional committee chair? why or why not?

Yes it should. Based on the kind of work or support given to his/her cause or job position, achievements and significant contribution should play a factor. Loyalty towards the position and level should always be questioned. The answer should always be honest, and truthful.
