The answer is: B) Seek Compromises

As it was said in the previous question, the matter in regard in this instance is the creation of a new public policy, this policy, however, will affect many groups including officials, interest groups and citizens.

With that in mind, the government has to take into account the needs of all these groups and in order to do this, it is vital seek compromises among them and in doing so the government will be able to reach a general consensus in order to satisfy all parties involved in this public policy.
