19 units.

Explanation:

Let the width be x units

The length will be 2x - 3 units

The perimeter is 60 units;

Perimeter is given by 2(width) + 2(length)

2(x) + 2(2x - 3) = 60

2x + 4x - 6 = 60

6x = 66

Dividing through gives;

x = 11 units

So the width is 11 units;

The length is 2(11) - 3 = 22 - 3 = 19 units
