Map scale refers to the ratio between distance on a map and the corresponding distance on the ground. The question is "on the map scale if 1 inch=100 mile would the map show a larger or smaller area"? It´s a larger area since "100 miles" is the number that it´s represented in each 1 inch of the map. That indicates how much a given geographic space has been reduced to "fit" in that map.
