Answer: C.

To use the elimination method you first need that both equations are in standard for, i.e, all the variables must be on the left hand side of the equation and the constant values on the right hand side, in this case

then use multiplication by a number and the addition property of the equality to solve the system. For our case we cam multiply the first equation by 4 and the add the two equations to find the variable x.
