The answer is “The U.S Congress”. When Washington became a state it was congress that required that the state draft a constitution along with other requirements. North Dakota, South Dakota and Montana were also required to draft a constitution before receiving statehood. Washington’s constitution was approved on November 11th, 1889 and received its statehood.
