Anti-Federalists held that a bill of rights was necessary to safeguard individual liberty.

The federalists at that time felt that the Constitution didn't need a bill of rights because both the people and states kept all the left over powers that weren't designated to the federal government. The anti-federalists on the other hand, wanted to propose the bill of rights because they feared that without a bill of rights, the Constitution wouldn't protect the right's of people or states, and it would give the federal government too much power.

I hope this helps!
