The answer is: pullman strike

This strike was conducted in may 11 to july 20 of 1984. The main cause of the strike was the massive wages reduction that being done by Pullman Company. About 4000 railroad workers joined the strike which make very few left on factories/road to work on the projects. This made the railroad industry become crippled for one month.
