Ice melt fastest on metals and slowest on plastic materials. As metal are conductive material, they allow heat conduction which cause ice to melt faster. Plastic, rubber and foam material are non-conductive. That is why ice will not melt fast. They are also acts as insulating material to prevent ic efrom melting.
