Many economists believed that this shortages is caused by the lack of proper care in education.

Poor educations made the region unable to produce enough amount of skilled workers to fill in the high paying positions for the industries. As a result, the companies that operated in those islands obtained their skilled workers from another countries. This made the islanders lost a huge amount of potential incomes.
