Y=(1)/(2) x+2

Since the y=intercept can be defined at X=0 (or the Vertical Line). So, Y = 0.

Slope is 1/2 since you can use the find the slope formula with only two points from the line: example (2,3) and (0,2)

(2-3)/(0-2) =  (-1)/(-2) =  (1)/(2)

Therefore the equation is:
Y=(1)/(2) x+2
