64 oz for $8.60 has the best unit rate.
First find the unit rate for the both of them.
The unit rate of 16 oz for $3.30 = 3.30/16 = $0.21 to the nearest cent.
The unit rate for 64 oz for $8.69 = 8.69/64 = $0.13 to the nearest cent.
