Why does the ship in The Cold Equations only has enough fuel for the pilot and cargo?

The ship aka the star dust has only got enoughe fuel for the pilot and cargo but (i think her name is merilyn) merilyn is a stow- away so she gets shot into space. it only brings fuel for the ship cuz its not aloud to have anymore
