William Penn was an English noble man and writer. He received a huge land holdings from King Charles II because the king has a huge debt to his father, Sir William Penn. He immediately became the new proprietor, founded Philadelphia, and establish a new government.


The Frame of Government of Pennsylvania, particularly, The Frame of 1701 or was known as a Charter of Privilleges was a constitution for the Pennsylvania that William Penn had set and served as an inspiration to the United States Constitution because of many parliamentary privileges.
