Y = 3/5x - 8

Plot your point that you know and then use the slope to go all the way to the y axis. Once the line crosses the y-axis, you have your b value. Then you insert it all into the slope format.

(y-y1) = m(x-x1) is point slope form

y-(-2) = (3/5) (x-10)

y+2 = (3/5)(x-10)
