The right order of the events is:

The water on our planet arrived in the form of icy particles, and it was brought by the millions of meteorites and comets that contained this icy particles. Because the Earth was still very hot, this icy particles were melting immediately and they were boiling. As there were more and more icy particles coming to our planet, from their boiling, the water vapor was increasing int the Earth's atmosphere. After there was sufficient amount of water vapor in the atmosphere, the water vapor started to condensate as it was getting higher into the atmosphere, thus creating clouds. From this initial clouds, the first precipitation in the form of rainfall appeared. At the start it was not a rainfall as we known it, but is was a very acidic rain because it contained lots of other gasses in it, but it set the basis for the Earth's hydrosphere.
