b. 9 to 8
because 18 ÷ 2= 9
and 16÷2= 8

It say female to male so
9 famales to 8 males

Answer - B. 9 to 8

The reason its B is because it says females to males and A and C are male to female which is incorrect, and D is correct but not simplified.
