Whats 2×6÷9+64÷15 ? because my teacher does not make sense...

Use Pedmas or Gemdas (they are the same thing):

How to get answer:
((2)(6))/(9) + (64)/(15) \\= (12)/(9) + (64)/(15) \\=(4)/(3)+ (64)/(15) \\Answer = (28)/(5)

Decimal form answer: 5.6

Mixed Number form answer:
5(3)/(5)

do B.E.D.M.A.S

B = bracket

E = exponents

M = multiplication

D = division

A = addition

S = subtraction

2x6 = 12 divided by 9 = 1.33

64 divided by 15 = 4.27

1.33 + 4.27 = 5.6
