By creating this federal budget, President Obama's target was to reduce federal debt. In his words, the very difficult choices he referred to were the reform, consolidation, and freezing of programs wherever possible.

These measures included cutting programs that were ineffective or unessential; but either way, those that were essential also had to be cut since they became unaffordable.

In the case of investments, they had to be targeted, and after such decision every Department would be affected by the impact of these reductions. The redistribution of money would be destinated to critical areas of economic growth. Thus, the Budget proposed that for every $1 in new revenue from those making more than $250,000 each year, the spending had to be cut in $2.50.
