The point-slope form:

y-y_1=m(x-x_1)

9.

We have:

(8,\ 3)\to x_1=8,\ y_1=3\\m=5

Substitute:

\boxed{y-3=5(x-8)}

10.

We have:

(-3,\ -5)\to x_1=-3,\ y_1=-5\\m=-(2)/(5)

Substitute:

y-(-5)=-(2)/(5)(x-(-3))\\\\\boxed{y+5=-(2)/(5)(x+3)}
