Y = mx + b

Substitute x and y values with (1,-7)
And sub in slope -2/3 to find b value

-7 = -2/3(1) + b
-7 = -2/3 + b

Multiply both sides by denominator (3)

-21 = -2 + 3b

-19 = 3b

-19/3 = b

Plug into formula

Y = -2/3x + -19/3
