who benefits:
The central planers- all of those who are employed by this central planning have there livelihood planed out by this economy
Black market smugglers- These smugglers get more traffic when the economy doesn't deliver its needs to the people so this is when the profit is happens very often in planned economy.
Who suffers:
Entrepreneurs are banned from starting there own business that sell there own product
Business have product overflow in some categories and shortfall in many others
Common people may not be able to buy there needs or what they want
