To answer your question we need to understand how to read an analog clock.
The smaller hand on the clock is represenative of the hour, which in this case we do not need to look at as the question states that the time passed is less than one hour.
The longer hand is how we see minutes.
If you look at how a clock is organized it goes up by fives (look at the smaller indents between the bolded numbers) meaning that the easiest way to see how much time is passed is to
- Count how many minutes it takes to get to one of the visible numbers
- In this case it takes two minutes to get us to 6:45
- We can then count by fives until we reach the number two on the other side of the clock!
- There is a total of twenty five minutes to get us from 6:45 to 7:10
- Our second to last step is to find how many minutes has passed to get to where the longer hand is pointing.
- For this step we see it only takes us one minute!
- The last step is to add up how many minutes have passed in total :

Once we have these added, we find the 28 minutes is how much time has passed from the first clock to the second clock.
