The subject is "Dogs at the animal shelter". The verb in the sentence is "wait". if you need to know what the predicate is, it is "wait for a good home".

subject: Dogs at the animal shelter
verb: wait
The subject is usually everything before the verb. the verb is the action that is happening, in this case, the dogs are waiting.
