"Not Waving but Drowning" is a poem written by author Stevie Smith and it was published in a book of collected poems called Collected Poems of Stevie Smith IN 1972. The answers to the questions, would be:

1. In the stanza, the dead man: A: Moans. That is what the whole stanza mentions. The speaker says that the dead man is drowning and then speaks about himself being the one not waving, but rather drowning.

2. The "poor chap" always loved: C: Larking. The speaker says in the second stanza that the chap was a lively and mischiveous one and now he was dead.
