How did railroads attempt to lure settlers to the west?

Railroads could get them there faster & the chances for getting robbed, dying, or catching a serious disease on a train were a lot slimmer than if you were to travel by wagon. It was also a cheap form of transportation so pretty much anyone could just move out west if they wanted to, traveling my wagon could be pretty expensive (paying for horses/oxen, food, wagon repairs).
