separate the factors as products


(-24)/(8) ×
(x^(4) )/(x^(6) ) ×
(y^(3) )/(y^(2) )

using the rule of exponents


(a^(m) )/(a^(n) ) =
a^((m-n)) if m > n

and
(1)/(a^((n-m)) ) if n > m

= - 3 ×
(1)/(x^((6-4)) ) ×
y^((3-2))

= - 3 ×
(1)/(x^(2) ) × y = -
(3y)/(x^(2) )

\frac{ - 24 {x}^(4){y}^(3) }{8 {x}^(6) {y}^(2) } = \frac{ - 3y}{ {x}^(2) }
