These are simultaneous equations of straight lines.

y = 2/3x ... (i)

y = -2/3 + 4 ... (ii)

(i) + (ii) gives 2y = 4 , y = 2

So 2 = 2/3x , x = (3 × 2) ÷ 2 = 3

x = 3

The two lines with equations y = 2/3x and y = -2/3x + 4 meet at

(x,y) = (3,2)
