Explanation:

If the perimeters could be equal,

then 4(x + 3) = 2(x + 4 + x + 1).

=> 4x + 12 = 2(2x + 5)

=> 4x + 12 = 4x + 10

However 12 =/= 10 for all real values of x. Hence their perimeters can never be equal.
