Implicit has two meanings and you likely have to satisfy both.

1. not stated directly but certain hinted at very strongly.

2. absolute. With no question or doubt. Like an implicit belief in God.

Having defined the key term, I think it is the yellow sentence that most closely adheres to implicit. Certain the last part talks about independence and questioning wrong headedness that authority can impose on us. I have to admit that not never is not something I know the exact meaning of, but the rest of it seems OK.
