Let

x-------> the length of the rectangle

y------> the width of the rectangle

we know that

the perimeter of the rectangle is equal to

P=2x+2y

P=190\ in

so

2x+2y=190------> equation A

y=4\ in ------> equation B

substitute equation B in equation A

2x+2*4=190

2x+8=190

therefore

the answer is

2x+8=190
