The point-slope form of a line:

y-y_0=m(x-x_0)

We have:

m=(2)/(5)\\\\(-4,\ -7)\to x_0=-4,\ y_0=-7

Substitute:

y-(-7)=(2)/(5)(x-(-4))\\\\y+7=(2)/(5)(x+4)
