Empresarios were agents hired by the Mexican government to bring American settlers to Texas. They were paid in land. Settlers moved to Texas because the Mexican government offered large tracts of free land to the them. In return, the settlers had to obey the Mexican law. The answer is yes because American settlers ignored Mexican laws in general. Mexico felt like it was losing control over the growing American population, so they banned further settlement. That is when the American settlers were angered and began to consider independence from Mexico.
