How do i write 4x-2y=12 in function notation

First you would isolate y.

4x-2y=12 ------> Subtract 4x from both sides
-2y = -4x + 12 -------> Now divide both sides by -2
y = 2x - 6
Now simply replace y with f(x).

f(x) = 2x - 6
