They try to get friendly with the migrants, telling them they have already done the train ride. Maybe they can offer tips? Many of the gangsters wear white plastic rosaries around their necks so the migrants will be less suspicious. They ask, "Where are you from? Where are you going? Do you have any money?"

a) the reader knows that gangsters are roaming the depot looking to prey on migrants. the migrants don't know this.

The text shows the imminent danger that the migrants go through. By showing that they're always lurking and finding a way of blending in to trick or even rob the migrants, you can almost feel some sort of paranoia. Gangsters are everywhere learning the behavior of migrants, using disguises and pretending to help in order to take advantage and steal some money. It certainly doesn't show any sort of trust, calmness or hope.
