So here

13^8 \times 13 ^{-4} = 13^{8+ -4}= 13^4

When we multiply two powers of a common base, we add the exponents. That's the familiar rule


a^m a^n = a^(m+n)

So here


13^8 * 13 ^(-4) = 13^(8+ -4)= 13^4

Answer: C
