Why do archaeologist have to interpret evidence

Because there is no exact textbook they can read that will give every detail and fact about something they've uncovered.

Archaeologists have to use their own knowledge, based on studying and experience, to interpret knowledge and information from artifacts, fossils, remains, and other uncovered materials.
