The correct answer is D) Rule of Law.

The differences between these nations are primarily in the extent of the Rule of Law.

The Rule of Law is a system of laws, institutions, and people that are based on four principles. The first one is Accountability, everybody is accountable under the law, including the President. The second one, laws applied evenly to everybody. The third one, the processes to enforce the law are clear, accessible, and efficient. And four, justice is imparted in an ethical, impartial, neutral, and independent justices.

In many undeveloped countries, corruption practices impede the enforcement of the law and bootlegged products are sold in the market.
