B. When an author wants to present all the evidence before taking a position
C. When an author is writing on an issue that most readers will agree with

So C can be ruled out as its incorrect due to the fact that if most readers would agree then one could logically assume they know about the topic.

That leaves a b and d.

B seems to be the most correct as you always want to state the points before making your main idea.

You can't build a house without a foundation !
