As per the contract the base rate of the connection is $22.00 per month and calling rate through that phone is $0.44 per minute.

Here,
y represents the total cost for the cell phone per month and
x represents the number of minutes spend on the phone call each month.

Now, if we have spent
x minutes over the phone call over the period of a month, then the total cost we need to pay for the phone calls is given by:


0.44 * x=0.44x, since it costs $0.44 for each minute of phone call.

And in addition to the cost of phone calls he needs to pay a base rate of $22.00.

So, the linear equation that represents the total cost is given by:


y=0.44x+22
