How is navigating with the scroll arrows different from navigating with the keyboard arrow keys?

There’s really no difference at all. They both achieve the same thing—to move up or down. Just that one is on screen and one is on the keyboard. From my experience, scroll arrows move at a faster rate and it’s harder to control.
