  • Unit rate for teaspoon per cup:
    x\text{ teaspoons vanilla}/y\text{ cups sugar}=(x)/(y)\text{ teaspoons/cup}

  • x=4 and
    y=(2)/(3), therefore your unit rate is
    (4/(2)/(3))\text{ teaspoons/cup}
  • Dividing the numbers:
