The element is bromine.

The kind of element is only determined by the number of protons. Each element has their own proton number, which cannot be changed, no matter how many electrons or neutrons they have. The number of protons is just like the ID number of an element.

Therefore, in order to find the element name from a proton number, just look up the element from the periodic table with the atomic number same with the proton number, because proton number = atomic number.

On the other hand, the change in electrons only makes the element change from atom to ion, but it still remains the same type of element. And, the change in neutrons only makes the element into an isotope, the element just have different physical properties from the original with another number of neutrons, but they still remains the same element.
