Read the passage. The problem is too many used tires are piling up in empty lots. The tires come from tire stores, where they have been removed from customer cars and replaced with new tires. Because it is expensive and dangerous to dispose of the tires, they sit in lots, waiting to be burned or otherwise discarded.
