Answer: 4 and 1-sixth times

Explanation:

Given: The number of times Tomiko runs around football field =
3+(1)/(6)=(19)/(6)

The number of times Brianna runs around football field =
2+(2)/(3)=(8)/(3)

Total number of times, they had to run = 10

Then, the number of times the third person had to run will be :-

10-(19)/(6)-(8)/(3)\\\\=(60-19-16)/(6)\\\\=(25)/(6)\\\\=4(1)/(6)

Hence, the third person has to run 4 and 1-sixth times to finish the race.
