b represents the y intercept

To find the slope of a table you can find the constant change in y over the constant change in x. The y values 0, 4, 8, 12 are increasing by 4 every point meaning the change in y is 4. The x values 1, 2, 3, 4 are increasing by 1 every point meaning the change in x is 1. Making the slope 4/1 or just 4.

Now use what you know: y = 4x + b to find b, we can use any of the coordinate points to substitute. I'm going to use point (1,0) where 1 is the x value and 0 is the y value.

y = 4x + b

0 = 4(1) + b

Solve for b

b = -4
