When rounding to the nearest hundred, you need to look at the tens place and ones place. If the tens and ones create the value 50 or higher, you round up. If 49 or lower, round down. 118 has 18 as a ones/tens value. It is less than 50, meaning 118 becomes 100. 146 has 46 as a ones/tents value. it is less than 50 also, meaning 146 becomes 100, too. 100 + 100 is 200.
