let's say is "x", therefore "x" is the 100%, and we know that 0.35 is the 4%.



\bf \begin{array}{ccll} amount&\%\\ \cline{1-2} x&100\\ 0.35&4 \end{array}\implies \cfrac{x}{0.35}=\cfrac{100}{4}\implies \cfrac{x}{0.35}=25 \\\\\\ x=0.35\cdot 25\implies x=8.75
